Beacon Re-establishment Oversight: Supervise survey teams to verify and restore boundary markers for ERC plots, ensuring each beacon aligns with official coordinates.
Dispute Arbitration & Mediation: Lead quarterly mediation sessions, guiding disputing parties through a structured resolution process that avoids court intervention.
Technical Mapping & GIS Integration: Maintain and update ERC’s GIS database, integrating survey data for Blocks 105 and 136 into the online portal so shareholders can view accurate plot boundaries.
Public Utility Protection: Monitor and enforce boundary protections around land reserved for schools, churches, and health centers—collaborating with local authorities to prevent encroachment.

Raphael Thiumba, a long-serving ERC director since 2018, specializes in technical land services and dispute resolution. He holds a diploma in surveying and has previously worked with a private land-survey firm, where he managed boundary demarcation projects. Raphael’s expertise includes GIS mapping, beacon re-establishment, and legal mediation for land conflicts. His meticulous approach has been crucial in updating ERC’s digital mapping portal and reducing the number of boundary-related disputes among shareholders.
